He targeted female victims from railway carriages, at church, a passenger in his car and a work colleague. He even filmed prepubescent school children. Indonesian-born Tjin had been filming women and girls for more than eight years, using an app to disguise his phone camera. He confessed to police after they searched his apartment and found a trove of upskirting videos in a folder on his computer, and has been charged with 13 counts of filming a person's private parts without consent, and two of the charges concern girls under the age of 16.
