The politicians are complaining about the cold in the theater and request each a Burshujka oven in their dressing rooms. Lushkov is responsible for this. After a song about the winter the politicians discuss the visa problem for the people in Kaliningrad, so they can visit Russia too. A short musical scene with Bush and Putin fighting against terrorism in Bagdad and Groznyj moves over to the final scene where all politicians are discussing the latest development in the government.
