Protected by the thirty three constellations, to interfere is an act punishable by death. Put in place, after a five hundred year war raged over Earths resources. Earth, once an un inhabited mining planet was fought over as one of the richest worlds in the galaxies. When the war was over, slave cultures had migrated, mixed bloodlines. In no other part of the galaxies was this possible. So, the thirty three constellations places their best of the best on separate parts of the globe, and the sanction was put in place to allow us to evolve, but that sanction has ended.
