What is a fact is that the murders that Shawcross committed rank up there with some of the most horrific ever on record. Shawcross had two different chapters in his life. He was incarcerated in the early 1970s for committing some very brutal murders. Somehow he was paroled in the 1980s which allowed him to embark on another murder spree. How did the system allow this brutal human being back out on the streets again?
