As most of the government and military buildings in Japan were too strongly constructed to be damaged sufficiently by fire-bombing, it was believed the most effective bombing campaign would be to start firestorms in the lightly constructed civilian slums surrounding the major cities. Test bombings of similar wooden buildings at Eglin Air Base confirmed the right combination of bomb types for creating such firestorms. Written by
