The story is set in a City Council meeting in modern day Northeastern Pennsylvania full of bad behaviors, humorous interactions, and the hyperbole of chaos. Some of that comedy is delivered by a contingent of truck drivers, fulfilling their active citizenship duties to attend this public forum in-between hauls. The city's new Council president is the first woman to have the position, and is desperate for decorum in the presence of prospective investors, and discovers the tough lesson that hope is not a strategy.
