In a small village, a mild-mannered dreamer (Jozef van den Berg) is unexpectedly chosen to fulfill this chilling civic duty. As he struggles with the moral and emotional weight of his task, two bureaucratic officials (Ralph Wingens and Herman Naber) embody the strange, bureaucratic forces behind the law.
