Napoleon is dying on the island of Saint Helena. Peace has been restored in Europe and order prevails in France. Or nearly so... In Bayonne, it is not quite true yet: the customs directorate for example worries over smuggling operations between France and Spain. To thwart it, the former customs officers will be replaced by tough Catalan soldiers and Lieutenant Carradoux has decided to strengthen the border posts.
