When Inspector Jim Carter with the Provincial Fire Commissioner's Office in Edmonton arrives in the Town of Vegreville, he discovers that the local volunteer fire brigade is seen as the local joke, not only by the citizenry at large, but also by the volunteers, including the Fire Chief, Alec Thorne. Thorne and the few remaining volunteers would have all resigned by now if not for the moral issue of needing a brigade, joke or not. Carter discovers that the problem is as much the Province and Town Council's fault as anyone. With newly elected Councillor Joe Riviere appointed the new local Fire Commissioner, the three decide that it is time to do a major overhaul, which means a Fire Chief who not only has the skills but the time and desire to do the work.
