The other is a retrenched municipal administrator. The country they belong to is famine-stricken. The relief works are being manned by an unscrupulous mob of bureaucrats. Their tyrannical rule has afflicted the catchment area. The other recounts first-hand observation of the obscene displays of power. Shirish alludes to distant past experiences, in particular about the death of his father, an ex-deputy in the same department.
