The intention is to shoot a film about the pogroms in southern Russia before 1914 and the atrocities committed by the police. The name of the notorious governor Muratov, who was also called "The Beast", was a symbol of the atrocities that were despicable at this time. During the shooting of this film, a badly dressed, decrepit man reports to the turning staff, who points out his external resemblance to this Muratow and therefore wants to participate in this production.
