Beginning in 1989, the CHOW Project (now known as Hawaii Health and Harm Reduction Center) created the first state-wide syringe program in the United States. The leaders of this organization worked tirelessly to ensure that the local native Hawaiian populations have access to life saving therapies and supplies. This led the the CHOW Project to expand their services. In the 1990s, they began working to make access to Naloxone available to all.
