Foster, 75, can tell you exactly how many miles he's driven since the day Carter made that announcement, cutting his travel to less than 1,300 miles per year. Not only did Foster cut his gasoline use, he cut his electricity as well, keeping his electric bills in the $30-$40 range during non-winter months, even during the hottest of summers. Then in 2006 President Bush mandated another mandatory energy cut of 20 percent over five years, which James obeyed as well, reducing that from his Carter era conservation that was still in progress. He wouldn't stop without presidential permission, and after 40 years, Foster still conserves fuel and energy.
