He faces a corrupt bureaucracy in the system of government and corrects it amid the opposition of town hall employees. Nena Santiago investigates the effects of illegal logging in the town and witnesses directs the blame to Gov. Antonio Rubio. Rubio proposes to Mayor Santiago that he wants to build a hospital in Lagros and the contractor would be the company of his brother-in-law but Santiago refuses and wants it to be done above-aboard.
