The victim, Winfield, was a US treasury representative with a reputation for spending lavishly on women and gambling. That reputation is debunked by, non other than, Winfield's wife, who also informs Drake that Winfield made mention of a big discovery just before disappearing. Drake is able to prove that Winfield was murdered and that the Minister of Police was complicit in his death.
