Maxfield has offered to supervise and finance local improvements, but when he is called away on government business, Peggy resolves to take up his work. Frustrated by the stingy residents, Peggy proposes building a new community on her own land, but meets with further opposition from Dr. David Ransome, who would rather improve the existing village. When Peggy kidnaps the doctor, local gossip Silas Tucker claims that they are having a romantic tryst. She clears her name by stating that she and the doctor have eloped.
